All births must be registered at the relevant
department for state registration of civil actions. You should do this at the local
register office
for the area where the baby was born or at the hospital before the mother
leaves. For the biological parents to obtain the parental rights for a child,
the surrogate mother has to sign a special Letter of Consent that gives
permission for registration of parental rights for a child by the biological
parents.
